Phoenix, AZ – February 6, 2026 —The following statement can be attributed to PrePass Safety Alliance President and CEO Mark Doughty:
“In recent testimony to the New York State Legislature, New York State Thruway Authority Executive Director Frank Hoare included several factual inaccuracies about PrePass Safety Alliance (Alliance).
“Counter to Mr. Hoare’s statement, PrePass Safety Alliance is a nonprofit public-private partnership governed by state agencies and trucking industry leaders, with a mission focused solely on highway safety and efficiency. For clarity and transparency, the PrePass entity provides the tolling technology and operates the PrePass program on behalf of the Alliance, and every cent the Alliance makes supports its nonprofit mission to make highways safer.
“Mr. Hoare said he hoped that PrePass Safety Alliance would absorb the cost of his “fee” increase. As a nonprofit, that is completely unsustainable. The Alliance does not mark-up the cost of tolls and has always passed through direct cost levied by a tolling authority. Any additional fees NYSTA levies would directly increase costs to the trucking industry and our thousands of customers.
“Mr. Hoare also suggested that his new program would make road use more affordable. In reality, this is a new fee that will increase our carrier customers’ costs, reducing their increasingly tight margins. Many of those carriers are small business operators in New York, and inevitably, they will have to pass on costs to consumers.
“These fees will show up on grocery store shelves.”
